I read the rules and didn't see anything about maces, a mace being 1/3 striking surface with 1/3 courtesy padding. I was making a round sword but split the blade into two rolls, the first roll is on which is basically a mace so if I can skip the bottom layer and make it a mace I might just do that.

Are we talking a flail: OR a mace: ? A flail is called a "hinged weapon" in the BoW A mace is just a fancy blue weapon.

I'm talking mace. In the BoW it says you can't have more than 1/3 of a blue weapon as handle, a mace is 2/3 handle though.

Basically, that means the rest of the weapon must be made up of striking or courtesy padding (this includes the pommel). As you can see in the mace image above, only 1/3 or less of the weapon is handle, the rest is shaft and striking. Simply make the shaft portion courtesy padding and you will be good.
You might need thicker courtesy padding the closer you get to the head as you will be more likely to haft someone there by mistake.
I also recommend making the head flanged, it looks way cool and also make it more recognizable like a mace.
